The Skills Programme: Assessment Practitioner (SP-220320) is a QCTO-aligned programme that prepares learners to plan, conduct, record, report and review the assessment of learner competence within the occupational qualifications system. The programme responds directly to South Africa's need for credible, defensible assessment across accredited provision, and it equips learners to reach judgements that withstand moderation, verification and appeal.
The programme integrates theoretical knowledge, practical skills and workplace assessment across the full assessment cycle — from preparation and instrument selection, through evidence collection and evaluation, to feedback, records, certification and review. On completion, learners are able to select evidence sources, instruments and tools appropriate to the criteria, evaluate evidence against the rules of evidence, formulate a motivated assessment decision, conduct a gap analysis and agree remedial action, manage assessment documentation and records lawfully, and operate within the QCTO's moderation, verification and certification requirements.
The purpose of this skills programme is to enable a learner to plan, conduct, record, report and review the assessment of learner competence, in accordance with the principles of good assessment practice and the regulatory requirements of the occupational qualifications system. An assessment practitioner decides whether a person is competent — a decision that determines certification, access to regulated occupations, and sometimes employment itself, and one that can be appealed, moderated, verified and in some circumstances tested in an administrative law forum.
This programme is designed for subject matter experts moving into a formal assessment role, as well as those already assessing who need registered credentials. It is well suited to:
Learners must be competent at NQF Level 4, or demonstrate equivalent competence. Learners must also have, or have access to, subject matter expertise in a field in which they will assess — competence in an occupation cannot be judged by someone who does not understand it, and no amount of assessment training substitutes for that. Because the programme includes a workplace component, learners must have access to candidates to assess under the guidance of a subject matter expert, or to a simulated assessment environment provided by the training provider. Recognition of Prior Learning for access is available in accordance with the QCTO RPL Policy.
Graduates of this programme are equipped to take up roles that carry accountability for assessment decisions. Outcomes include:
