The Skills Programme: Project Management Facilitator (SP-250710) is a QCTO-aligned programme that prepares learners to plan, schedule, cost, control and quality-manage projects to a professional standard. At NQF Level 6 and 60 credits it is the most substantial programme in the Tonex portfolio, and it responds directly to South Africa's demand for project practitioners who can produce a defensible baseline and then hold delivery against it, rather than administering a plan somebody else built.
The programme integrates theoretical knowledge with practical work conducted on a real project across the full project life cycle — from project concepts, structures and the business case, through scope definition and the work breakdown structure, to estimating, critical path scheduling, cost management, earned value control and quality planning. On completion, learners are able to define and baseline a scope, build and compress a schedule using critical path method, estimate and budget costs, monitor variance and forecast to completion, control change end to end, plan quality against measurable criteria, and report performance in a form that supports a decision.
The purpose of this skills programme is to prepare a learner to facilitate the planning, scheduling, costing, control and quality management of projects. A project management facilitator produces a baselined plan, tracks delivery against it using objective measures, controls change through a defined process, and reports performance honestly — including when the news is bad and the forecast has moved.
This programme is designed for people already working on or around projects who need formal, assessed competence, as well as those moving into project roles from a technical or operational base. It is well suited to:
Learners must hold an NQF Level 5 qualification, or demonstrate equivalent competence, with the ability to read, write and communicate in English at that level. Numeracy sufficient to work with percentages, ratios, weighted calculations and simple algebra is required, because the cost and schedule modules involve earned value, critical path analysis and three-point estimating. Access to a real project on which the practical component can be completed is required and is confirmed at registration. Recognition of Prior Learning for access is available in accordance with the QCTO RPL Policy and must be lodged before the programme commences — candidates holding a recognised project management credential are frequently strong RPL candidates for parts of KM-01.
Graduates of this programme are equipped for roles carrying planning and control accountability. Outcomes include:
